At the Community meetings, I recall times that we talked about Stop signs, speed bumps and speed limit signs. I haven't seen any progress on these things. Can't we get this done? As I understand, neither CHP nor Sheriff will enforce safe driving in Mount Hermon. What is the process of any enforcement or registering a violation of our Rules?

Thanks for your communication on our forum. There has been some progress over the last several months on requests for stop signs, “slow” signs and speed limit signs along with other roadway signage that we have recently installed. We cannot always accommodate every request but instead analyze each individual request as we consider how we use our limited resources. We would also like to try to keep our natural setting as beautiful as possible and not clutter the roads with too many signs. For the most part, the majority of our residents are respectful of our traffic rules, drive at safe speeds and stop at intersections. On occasion, there are a few rebellious types who drive recklessly. Those folks generally ignore signs anyway so adding more would not necessarily solve those problems. Please feel free to submit additional requests for roadway signage to myself directly or through this forum if you like.
In terms of speed bumps, we have been planning for some time to install two more on Conference Drive and we still intend to do so. I apologize that it has taken us so long to get this done. Now that our busy summer is coming to an end, we will try to prioritize this this Fall.
It is true that CHP and the County Sherriff are not able to enforce our rules on our private roadways unless specific laws are broken. That leaves the compliance with our rules up to MHA and the community as a whole. If you are aware of a specific violation of one of our rules please let us know and we will work with that individual to attempt to resolve the issue. We prefer to resolve violations of our rules utilizing a combination of respectful communication and grace. Many times communication from the community, like this forum, is a key component toward convincing the rule breaker to be a good neighbor.
It is my sense, without statistical analysis, that we have seen some progress in compliance with our rules, especially in terms of traffic issues. This summer has yielded very few complaints from residents or guests about reckless driving so I have a sense that we are on the right track.
Thank you to all of you in the community who choose to drive safely and comply with our rules. It is much appreciated!

Mr. Lilly, thanks for your reply. As I said, I haven't seen any progress after a number of people at the community meeting asked for stop signs, speed bumps and speed limit signs. Where is this roadway signage that you have installed? Nobody wants too many signs. More would make a difference in educating visitors and delivery trucks who do not know the Rules about the 15 mph speed limit. Those rebellious types are UPS, FedEx and Mount Hermon vehicles.The other cars and trucks are unidentifiable so there is no way to let you work with that individual. Are there plans for a statistical analysis? I had asked about the process of enforcement. Do you issue tickets and fines or just communicate? Is this forum the only way? What about the home owners association? You must believe that there is a speed problem on Conference Drive since you plan to install more speed bumps. It must be that there are more than a few reckless types. Could it be that there is not enough respectful communication? Without signage, there is no communication. Could it be that the rule breaker doesn't know the rule and doesn't read this forum? Could it be that previous complaints and requests for stop signs have caused people to just give up asking?

Bobo, We receive requests for signs, speed bumps, tree work, road repair, neighbor disputes, parking issues, abandoned vehicles, etc. on a regular basis from residents in the park through many different means of communication. Emails, phone calls and personal visits to our office are the most common forms of communication we receive for specific requests. I only recall a few different requests that came out of the last few meetings for signs and in some cases those items have been addressed. In some cases, after careful consideration, we decided not to move forward on the request or decided to solve the problem another way.
You have specifically requested a list of recent sign installations so here is a list of signs we have installed since the last few community meetings. Some of these are replacements to outdated, poor quality or missing signs and some are new signs. I am not sure if I got them all as Josh Edwards and I are attempting to do this from memory:
Road sign improvements • A “SLOW” sign on Pine Ave. above Manzanita • A “SLOW” sign on Pine Ave. below Manzanita • A “STOP” sign on Lake Lane and Forest Road. This was a replacement. • Re-painted the “STOP” sign in the street at Forest Road and Conference Dr. • An intersection approach sign near Zayante Road and Redwood Circle • An intersection approach sign near Zayante Road and Highland Ave. • 2 “SLOW” signs on Grandview Ave. • 2 “Children at Play” signs on Grandview Ave. • A new “STOP” sign at Pine Ave. and Conference Drive • Painted new “STOP” sign in the road at Pine Ave. and Conference Dr. • A “No Through Trucks, Minimal Clearance” sign on Glen Alpine • 3 “Reserved Parking” signs at Post Office • New metal street signs at intersections: o Grandview and Terrace o Canyon Rd and Lilac o Pine and Manzanita o Buckeye and Manzanita o Woodmill Ln o Woodwardia and Lilac o Lilac and Acacia o Lake Lane and Forest o Glen Alpine and Conference Dr o Lakeside and Pine o Pine and Mound o Forest and Buckeye o Plaza o Whitethorn o Ridge Way and Pine o Prospect and Pine
We will take a fresh look at the 15mph signage on our roadways so see what might be improved. I can tell you that there are currently six 15mph signs from Roaring Camp Road to Pine Ave. as you come in on Conference Drive so I am unsure how a driver could claim ignorance to this rule, at least on Conference Drive. I am sure that there are improvements that can be made and we will continue to look into what those might be.
It is good information about UPS and FedEx trucks, I will personally ask the drivers who stop daily at our Administration Building to respect the speed limit. As far as MHA vehicles go, if you can give me a specific vehicle or vehicle # that is being reckless, I assure you we will take action to stop the driver who is the offender from future offenses. Tickets and fines might sound like a good idea but we do not have a police force or law enforcement authority to issue fines. This forum is just one way to report an issue of rule breakers. In fact for specific issues relating to rule breakers, I would prefer and email or phone call with specifics rather than singling out an individual in the community on this public forum. Depending on the issue, we will take action to communicate with the offender in an appropriate manner. We prefer to work with the Community group to help solve these problems and would love to hear any ideas on how we can better work together to do this.
I would invite you and encourage you to come in and speak with myself or anyone in the Facilities Office about any specific requests or issues you feel need attention. Generalizations about perceived problems are difficult to take action on. I think that you will find that our goals and desires are similar. Working to keep the community as well as our guests safe is our number #1 priority.
